Free Healthcare in the Valencian Region?

If you get your car insurance through Saga like me, or not, a really good source of information for moving to Spain is the Age Concern Espana website. They have a series of fact sheets like this one on healthcare

Costa Blanca, being in the Valencian region, has special free healthcare provisions for residents, provided they are registered with the local authority as being on the “padron.” This seems to be the equivalent of being resident in the old sense. You will need the correct documents to get your SIP card and the success of this process will be dependent on how helpful the staff are. You must of course be an EU citizen.

You apply at your local INSS office/Centro de Salud for your area after registering for the Padron at the local Ajuntamiento. Ok you may have to queue a bit, but it’s worth it. If you have problems with uncooperative staff, this letter spells it out for them:

Según la Circular 1/2002 de la Comunidad Autónoma Valenciana, los ciudadanos miembros de la Unión Europea residentes en las provincias de Alicante, Castellón y Valencia, quienes no son ni pensionistas ni trabajadores, tienen el derecho a la asistencia sanitaria.

Dichas personas deben de solicitar la tarjeta sanitaria en su Centro de Salud correspondiente, haciendo referencia a “la extensión de asistencia sanitaria a demanda según la Circular 1/2002”. Deberán rellenar un impreso de solicitud el cual deberá ser presentado junto con el pasaporte en vigor y un certificado de empadronamiento de fecha de emisión reciente.

En caso de que el personal del Centro de Salud no conoce la mencionada Circular 1/2002, y por tanto no pueden tramitar la emisión de la tarjeta sanitaria, se le debe pedir que contacte con el jefe del departamento que se detalla a continuación, quien podrá informarle del contenido de la misma:
